some pages with few or many animated gifs cause mozilla to eat 100% cpu and
become unresponsive to mouse or keyboard input, forcing user to end the mozilla
process manually

Reproducible: Always
Steps to Reproduce:
1.open browser
2.point it at http://www.virtual-hideout.net
3.watch mozilla consume all cpu!

Actual Results:  mozilla ate 100% cpu and had to be forcible killed using task
manager

Expected Results:  rendered the page and remained responsive like internet
explorer or opera does on the same page
seems to be a mix of several of the animated gif performance bugs like
bug 86319, bug 94828, bug 125025.

Resolving as dup of bug 94828.
