Refresh autoland container when running `mozreview refresh`.

I originally wanted to make this `ottoland refresh`, however all of the infra
for building and tracking the autoland container is handled by `mozreview`.

This can be folded in `--chown=root:root` of `rsync`. This should make things complete faster on overlayfs.
