1383840 - Enable doorhanger UI prompts to be accessible while wearing the VR HMD

While wearing the VR headset, a doorhanger prompt may be displayed on the 2d monitor.  It is necessary to see and respond to this prompt without taking off the VR headset, especially during link traversal across origins.

The issues I see with this is related to not having a consistent browser chrome where the user is familiar with. :dmarcos essentially suggested we could have "Hey we have prompts for you" and reserve a controller button that web content can never use to then open and approve.

:kip suggested a known shape that is unique to the user that the page could never access. This image would be displayed as part of the prompt.

I think this needs thinking out very carefully.
