1383896 - consider tweaking some prefs for talos to reduce noise

in bug 1382444 we fixed some intermittents by changing a pref to not run database maintenance.  It might make sense to do this or disable the idle-daily calls as per comment 17 in the bug https://bugzilla.mozilla.org/show_bug.cgi?id=1382444#c17.

As a note, this solved a linux32 intermittent test (we don't run talos on linux32)

:igoldan, could you experiment with this on try?  Maybe a baseline + push with different prefs set, using --rebuild 5 and then compare-talos to determine if there are any changes.
