This was completed at some point ... ? Certainly we check links now, it used to fail the build but that got annoying, so I made it "allowed to fail".

I had set up slackbot to send a weekly notification on CI status this to our internal team slack channel (so that we could check for newly broken links), just moved that to #data-day-to-day.
