1384975 - Filters applied when message moved, should apply only to new messages

Steps to reproduce:

1. Create Message filter: (From <some-address> => Move to a folder)
2. Receive an email form the address.
3. Message is filtered by TB and automatically moved to target folder
4. Read message
5. Drag message back to inbox
6. Wait OR press F5 to refresh account immediately.
7. GOTO 3


Actual results:

Message is always re-filtered into the filter target folder.


Expected results:

TB should not re-filter the message. I would like to be able to manually move the message back to my inbox. This worked in version 45.

Additional information:

Inbox is an IMAP mailbox, with thunderbird filters defined on it. The filter window has "Manually Run" and "Getting New Mail: Filter before junk classification" set under "Apply Filters When".

This is similar to but, definitely different from Bug 128581. Similar because messages are getting re-filtered, different because I AM reading the message between initial filter and refilter also, this worked as expected in version 45.

Set preference mail.imap.filter_on_new to false to re-establish the old behaviour. We're looking into the problem.
