138506 - while using a pull down menu, you cannot scroll with mouse

When using a pull down or "hop to" style menu, the scrolling does not work
unless you use the up or down arrows. If you are simply trying to scroll the
list without the up or down menus, the list will not "continue" to scroll and
just stops on the last "option" viewable.

information (like BuildID and steps to reproduce) after reading those
