As we discussed in San Francisco (during the Mozilla all-hands), we want to be able to add new APIs without making a commitment to the exporting that API indefinitely. This will allow us to experiment with new APIs before shipping final versions. APIs that don't work out can be removed. See https://nss-review.dev.mozaws.net/D359
