2002041808 OS/2 trunk

To reproduce:
1-open a local file with an editor (I use E.EXE)
2-in a tab, go to indicated URL
3-browse to and choose file you opened in step 1
4-submit
5-edit needed validation changes & try to save the local file with the editor

Actual behavior:
1-file save fails due to sharing violation

Expected behavior:
1-file save succeeds

Notes:
Easiest workaround I have found is to submit some other file to the validator,
then save the file, then resubmit the file that had been locked. Otherwise,
Mozilla must be closed to unlock the local file. Going to another URL does not work.

Fixed yesterday in bug 126829.  Mrmazda, please make sure the fix worked for
OS/2, and then mark this as a dup of bug 126829.

I just verified this on the latest trunk. It is working now.
