I think half the point of the zoom indicator as it exists right now is that people sometimes accidentally change the zoom level of a page (via shortcuts, or holding the meta/ctrl button and scrolling), and it then doesn't end up helping readability and people are confused about why the page looks bad. Changing the item to only appear on hover would break that affordance. Presumably, if you often/intentionally change the zoom level, you would just customize the full zoom controls into your toolbar, which makes the in-urlbar control permanently hidden...
I concur with Gijs and I'm marking this as a wontfix. If you think there are missing points in its analysis, please let us know.

Thank you, it works, but it needs even more space. For some sites I use custom zoom modes which is fine on a high dpi screen. I also tried to place the zoom controls in bookmark toolbar which also does the desired effect. But a toogle mode in about:config would be nice in the future :D
