Steps to reproduce:

-Have a download going in a -no-remote instance (required for opening a second profile)
- Open about:profiles, "Launch profile in new browser" for a second profile


Actual results:

The "Cancel All Downloads?" window pops up. Choosing to Cancel the download will open the secondary profile and does not actually cancel the download. This is confusing behavior.

The issue is still present in Firefox 88. Is this perhaps a good first issue to work on? I'll have a look into it if I find the time.
