Steps to reproduce:
1. In Windows, open the Device Manager
2. Disable and re-enable the video driver.
Note: I am using a 4K screen and 200% DPI. While the video driver is disabled, the display changes to a lower resolution and 100% DPI.
Actual results:
Firefox becomes extremely sluggish. Scrolling is very slow; videos will not render (just show a black screen); some things are slow to load and render. Restarting the browser fixes the problem immediately.
