I'm not sure about the current design concept, but I hope the browser action, page action, toolbar buttons, overflow buttons and other regions can be interacted with each other, manifest field as the default area only (like the https://developer.mozilla.org/en-US/Add-ons/WebExtensions/manifest.json/browser_action - default_area).
In addition, the page action of add-ons is not possible be removed or moved by user, for now. They should allowing user to move it to the ... menu (in the address bar) or the overflow menu (on the toolbar), or removed.

I think these things currently are movable as much as they can be for 57. We may revisit the page actions specifically later, but for now I think this works. The webextensions default_area stuff has also been updated.
