SeaMonkey 2.49b1 release builds will be built soon.

These relnotes can be (begun to be) prepared ahead of the release date, but need to be out by our first beta release.
Blocks: SM2.49b1
Alias: SM249-RELNOTE → SM2491-RELNOTE
Blocks: SeaMonkey2.49ESR
No longer blocks: SM2.49b1
Summary: Create/Update 2.49 Release Notes → Create/Update 2.49.1 Release Notes
marker for NoScript: mention adding "download.cdn.mozilla.net" to Advanced->HTTPS->Behaviour->Never force secure (HTTPS) connection.
Attached patch 1385792-2491relnotes.patch (obsolete) — Splinter Review
Hope it is complete and does not contain too many spelling errors. If it turns out that updates from 2.48 are not working I will push a quick followup fix to the notes.

Nit: you have reformatted to these sections, but to how many characters? Wouldn't it usually be 80? And why only these parts and not other parts that are being changed?

Do we need to mention that nb-No is being added back in?

Do we need to make it easier to install the correct version of DOM Inspector?

r=me with those addressed / answered.

New version with nits fixed. r+ from IanN retained.

> Nit: you have reformatted to these sections, but to how many characters? Wouldn't it usually be 80? And why only these parts and not other parts that are being changed?

Formatting is generally inconsistent and my changes too :) I now tried to format the changed parts to 80 but left most links alone. Would love to use a standard formatter or discuss the formatting rules. Something for the next status meeting.

> Do we need to mention that nb-No is being added back in?

I think yes. It is a change and a positive one.

> Do we need to make it easier to install the correct version of DOM Inspector?

Done. ewong uploaded it to a distribution dir. I checked with 2.49.2 on Windows and it it works fine.

I changed the system requirements for gtk3 as discussed.

I have a hunch the bouncer/sentry issue was fixed. I just retriggered
the final verification again to see. If it is indeed busted,
I'll need to remove the tr stuff

keep you posted

I'm not sure if all of these files are actually used, but I figured I'd change them all to be sure.
