Can't open or reinstall Thunderbird, because message says Version 52.2.1 not fully installed and reboot needed (which makes no difference)

User Agent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:54.0) Gecko/20100101 Firefox/54.0 Build ID: 20170628075643 Steps to reproduce: Found icon disappeared. Tried to 1. open with exe file, 2. uninstall, 3. install from scratch. Actual results: In each case a screen message appeared saying that a reboot was needed to complete an earlier upgrade. Rebooting made no difference. So we currently cannot use Thunderbird on this PC Expected results: Rebooting should have completed the upgrade, or it should have been possible to uninstall and reinstall.
Manually remove c:\Program Files (x86)\Mozilla Thunderbird (or wherever you had it installed).
