"undefined" tab when clicking on "Open a new tab" with multiple windows

Steps to reproduce:
1. Start Firefox, with existing tabs that get restored by session store, with multiple windows.
2. Click on the + to open a new tab, in the window that didn't initially have focus.
The new tab page is completely blank, and it has the title "undefined". Clicking on the new tab + again works as expected. It also works in the window that was in the foreground after restoring the session.

This sounds kinda bad, would visuals like to track this in some way?

I think this has changed slightly. The title is no longer "undefined", but just the regular "New Tab". The tab is still blank.
