138660 - Importing IE favorites is broken in multiple ways

Importing IE favorites worked OK in 0.9.9. In RC1, sometimes spaces in names
show as %20, sometimes it does not import all favorites. I have deleted my
profile and tried several times, each time with a different behavior. Only at
the last try, it imported all bookmarks and showed spaces as spaces. It still
shows special characters (like German Umlauts) as %xx.

Reproducible: Sometimes
Steps to Reproduce:
1. Delete profile
2. Start RC1
3. Check imported IE favorites
4. go to 1.

Expected Results:  Import IE favorites right every time!

The %20 is bug 130079
the german umlauts are bug 127476
reimport is bug 134535
