This is a meta bug to track all the bugs that we could improve data saving related to media playback. 

There are some ideas, like 
1. Don't throttle cache when connecting to WiFi. 
2. Investigate how much data we download but user don't watch, which could count as being wasted. 
3. Show the media data usage.

I think item 1 is bug 1540573 and there is nothing else to do at this moment, so closing this one sounds good.
