Details

STR: 
Open the customize menu and move the Library menu into the toolbar.
Open the library menu
Use the arrow keys to navigate on top of "bookmarks"
Press the arrow key right

ER:
The bookmarks menu slides into view

AR:
nothing happens

Notes:
- this only occurs on the "bookmarks" menu, "history" and "synced tabs" works as expected.
- pressing enter correctly slides the bookmarks menu into view 
- this only occurs when the library is in the toolbar, and not when accessed from the hamburger menu.
This worksforme on Windows 10 57.0a1 (2017-09-13) (64-bit). Please reopen if you can still reproduce this and include what platform you're on.
