This is a regression of mouse usability.
When tab bar is overflowed and window maximized, clicking on top left corner of maximized window should activate tab scroll button.
Reproducible : always
Steps To Reorpduce:
1. Maximaiz window, disable titlebar and menubar
2. Open many tabs so that tab bar is overflowed
3. Click on top left corner of maximized window
Actual Results:
Nothing happens
Expected Results:
Scroll button should be activated and tab bar should scroll
