Per https://groups.google.com/d/msg/mozilla.dev.platform/lyBR2LLbTEI/j83kjgT4AQAJ, `./mach bootstrap` is the canonical way to maintain a mozilla-central development environment. `./mach doctor`, which checks for certain well-known failure conditions for building Firefox, should be part of this process, to help reduce proliferation of mach commands.

And/or its detection functionality should be rolled into configure. Either way, we should eliminate `mach doctor`.
