Observed in a user testing video:
When clicking Open Browser Default Settings in product tour, in Windows 8/8.1 it opens Set Program Associations, not the area where you'd set the default browser.
I don't know if this happens on all Windows 8/8.1 versions.

That looks like the HTTP handler pane which allows for setting program associations for protocols and file extensions.
It gets opened if launching the control panel fails, see http://searchfox.org/mozilla-central/rev/30a47c4339bd397b937abdb2305f99d3bb537ba6/browser/components/shell/nsWindowsShellService.cpp#457
