1387643 - investigate if Fennec nightly updates are still needed in Balrog

Would be interesting to grab our hands on some metrics on what's the usage of the Fennec nightly l10n stuff from S3. We don't serve Fennec updates for beta/release as Google Play handles it. But for Fennec Nightly, it appears that the app can be set to talk to Fennec for all those single-locales that didn't make it to the "multi" locale. 

Not sure how many users actually use this. Would be interesting to see some metrics.

Not sure how many users actually consume the l10n single-locales for beta/release as well. Since for those users would really have to "accept installing apk from unknown developers from the invernet, hop on our S3 archive website and click to download + install."

Benefit?
a) for Fennec nightlies - less logic in the graph, we can trim all the balrogworker piece if no needed.
b) for Fennec beta/release - less S3 usage if we trim all the single-locales, if no needed.

Again, this is just an investigation bug where to gather all our ideas.
