User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0 Build ID: 20170804193726 Steps to reproduce: Open many tabs until the "Tab List" down arrow displays (next to the + in the tab bar) Open up the Tab List Actual results: There is a scroll bar displayed even with only 6 open tabs and plenty of screen space, and scrolling is not functional. This behavior continues until the list overflows to the bottom of the monitor, when scrolling is activated. Once scrolling is activated, the scroll bar itself does not appear to move. Expected results: The scroll bar should only appear if the list can be scrolled. If it can be scrolled, the bar should move up the list as the user scrolls.

That isn't a scrollbar, the bar indicates which tabs are visible in the tabstrip.

Stephen, do you think there's some way we can make it more obvious this is not a scrollbar? Maybe a different colour, or putting it on the other side, or something?
