Details
The context menu for content has a gray background on Windows. That should be changed to white to match other Photon menus.

We're not going do this as part of photon, and this might be wontfix too; the context menu looks just like context menus are supposed to look on Windows.

Yeah, but probably still worth a discussion since the others (Chrome, Edge) have these menus (and Bookmark folders etc.) consistent with their own UI design, so it's not a completely bad idea.

Shadow style should also be changed, both for context menus and the omnibox.
