mach mercurial-setup hangs (maybe when no updates are available?)

On Windows, after installing mozilla-build 3.0 and jumping through some other hoops:

$ ./mach mercurial-setup

and then it just sits there (waited for well over a minute, no cpu activity in task manager). I suspect that it's trying to wait for an update and, given that there are none, it never proceeds, or something?

If I ctrl-c, I get the relevant prompt:

This wizard will guide you through configuring Mercurial for an optimal
experience contributing to Mozilla projects.

The wizard makes no changes without your permission.

Maybe something's not flushing an output stream or whatever?
