Per bug 1386993 comment 3, please re-enable the l10n bumper for the l10n-changesets.json updates.

https://hg.mozilla.org/releases/mozilla-beta/rev/3bf331556d68 landed promptly, and I spot-checked that the revisions it updated to (and from) are reasonable. Spot, in the sense that I check 'fr' and 'gd'.
