In order to determine whether bug 1322501 is a blocker, it depends on how big these images are. If they are only a few kb large, then that bug can be deprioritized.

Idea! We could add telemetry for the size of the images that people download over wifi (bug 1390203), which would be a better representation than trying to download all the images ourselves.
