Steps:

1. Open Firefox Nightly on Android
2. Visit https://itisatrap.org/firefox/harmful.html

Expected:

Warning page about potentially harmful applications.

Actual:

We get the unfiltered "about:blocked".
Depends on: 1388233, 1388494
No longer depends on: 1388233
Removed unrelated dependencies since Fennec uses separate string file and blockedSite.xhtml.
