Mozilla 1.0RC1 on Windows XP - I cannot select any of the categories in tree on
the left side of the Preferences window (it's non-responsive). However, the main
(Navigator) preferences can be changed, but selection of any other options
(Advanced, Mail&Newsgrops etc) is impossible.
Deleting profile and clearing all contents in Mozilla Application Data directory
doesn't help.

Steps to Reproduce:
1.Install Mozilla 1.0RC1 on Windows XP
2.Try to use Preferences dialog
3.

Actual Results:  The Preferences dialog is non-responsive to changing
preferences category.
