Device: Motorola Nexus 6 (Android 7.0)
Build: Nightly 57.0a1 (2017-08-08);

Steps to reproduce:
1. Make sure the "Progressive web apps" toggle is ON, in Settings>Advanced menu.
2. Install a web app that uses mic & camera, e.g: https://voice-memos.appspot.com/ & https://qrcodescan.in/
3. With all permissions turned off for Nightly, open the web apps.

Expected result:
Audio & video access permission requests are displayed as pop-ups.

Actual result:
The permission request pop-ups are opened inside the browser, not in the web apps.
