Details
Ad networks are alleged [1] to be hiding their evil by removing themselves from the browser when devtools are opened. Whether or not this is true, it shouldn't be possible.
Devtools should treat developer fingerprinting the way Firefox treats browser fingerprinting - by looking for ways in which websites can detect the use of the devtools [2] and removing them.

This library does it by comparing innerHeight and outerHeight, which will give false positives if there's any kind of browser sidebars or toolbars: https://github.com/sindresorhus/devtools-detect
I couldn't find other reported solutions that work with Firefox, but there might be elaborate ways to do it.

IIRC I read that you could also track the resize event and watch to see if it moves in a single sudden jump.
I imagine that comparing innerHeight and outerHeight would be a great way to fingerprint a browser, and that maybe we should have a fixed algorithm: outerHeight = (innerHeight + 50) or something like that.
