Force update should be provided from Help > About Firefox even if updater rolling-out is for partial population.

We have a blocking bug but we should have the fix in place and be able to re-enable with 55.0.2.

Fixed with 55.0.2 release. All manual requests from Help > About Firefox should find 55.0.2, as well as 25% of background requests.
