1388732 deals with a framework to query our usage based on heavy/non heavy users.
This bug will track a document that will have frequently (possibly) asked questions on what a heavy user is, what things can affect it and sample queries.

1. Heavy user status changes every day? What up with that, how often does it change? how do i figure out if a user is heavy or not?
2. The actual cut offs for last year?
3. why not every day, why only M,W, and F for last year?
