Should we do a migration for users who have customized the Email Link button in their toolbar to now show the Page Action menu in the urlbar? Probably low value but it would be nice for those users.

If we removed it, maybe. But right now, I think the number of people who have done this will be approx. 0, and so doesn't seem worth it to me.
We're saying the same thing here. I think it would be nice to do, but I agree it won't affect many people.

And also, the migration would only happen as part of this bug which is requesting to remove the button.
