138986 - Sticky pane resizing

Reproduceable: most of the time

Steps... use mozilla a while, then in mail news click the vertical slider (not
on the grip) and don't move the mouse.  Then try to click on a folder in the
left pane.   Notice this cursor doesn't change from the horizontal resize cursor
and you cannot select anything in the left pane.  You can get out of this state
by clicking and *dragging* the triggered pane separator. The same thing happends
on horizontal pane resizing.

Expected:
Once I left the area over the pane separator the cursor should have changed and
I should be able to select any other item.

Actual:
I cannot select anything in the left pane or affected panes until I grab and
actually resize the pane (click and drag.)

Note:
I noticed it about a week before RC1 came out, but couldn't reproduce it.  And,
I had thought it wasn't in the 1.0.0 tree until I used RC1 for a while to
specifically look for this behavior.  Now that I've seen it...

Someone might be able to come up with a better summary.

This is really annoying.   Nominating for mozilla1.0 despite the fact I  might
be shot for it.  Changing OS to All per comment #3

This bug also affects the browser window under some circumstances (Linux 1.0RC1
2002041711). In order to reproduce:

1. Open at least two tabs
2. Open the sidebar
3. Click on the vertical slider, as described in the original report
4. Notice that the cursor is the double arrow cursor (and unusable) over most of
the chrome, including URL bar (but not scrollbars).

The cursor is fine within windows. Thus, for example, if you have sidebar
bookmarks open you can drag a bookmark and release it onto the main window, but
not onto a tab.

(By the way, the Keywords and Target Milestone selected seem pretty random; is
this actually a regression ?)

This effectively disables the thread and folder panes in Mail/News until you
click and drag.
