I cannot reproduce this with mozregression in en-US build, so probably an issue with localized builds. The references entity (certerror.pagetitle1) hasn't changed for Czech over a year.
Are there any changed in the way localized build are being built, or something about localization backend? I haven't seen the page for some time, so at this moment I cannot tell since when it's actually broken.
