Blockers like this (especially on the weekends) should be reported to the MOC and have us (Developer Services) paged. 

hg recover is currently running, but is estimating another 2+ hours to finish. It's midnight here and I'm not staying up to wait; if it's still not happy in 3 hours, hilight me in #vcs or have the MOC page me.

What is the procedure for this?  Join #moc and ping someone there?  Most developers probably don't know to do this.

The topic in #moc always lists who is on duty, and they're the contact point for infra issues.
