Attachment: Short video showing the issue

Steps to reproduce:
* Use the default theme
* Open several tabs (the more open, the more noticeable)
* Move your mouse in and out of a left-most tab


What happened (actual result):
* Text on the tab which the mouse goes over, and all tabs to the right have their text highlighted (or some other phenomenon) for a brief time. Seems to coincide with the animation on the top of the tab.


What should have happened (expected result):
* Text should remain stable without the highlight flicker

(FYI, I can reproduce the problem on Windows10 Nightly57.0a1 + Dark theme. setting gfx.content.azure.backends="direct2d1.1,cairo" seems to fix the problem on Windows.)

Mine was:
gfx.content.azure.backends="skia,cairo"

But in testing, the same problem happens with:
gfx.content.azure.backends="skia"
gfx.content.azure.backends="cairo"

You're right- it is totally a duplicate. I only just noticed that also the URL text does the same thing as the tab text.
