Steps to reproduce:

After update to firefox 55 (from 52.2.1), I cannot use the wheel for scrolling when firefox is not the active window. I.e. when I click on another window to make it active, scroll wheel does not work on firefox. This was always working and still works for other windows than firefox.

The same happens when scrolling the "tab list". Unless firefox is active, I cannot scroll them in a left-right fashion.


Actual results:

Scroll does not work.


Expected results:

Tabs should scroll.

Even inactive thunderbird listens to scroll events...
