Details
STR:
1) Enable talkback in accessibility menu
2) Open tabs tray
3) Swipe right
Expected: back button selected
Actual: "menu button"
4) Continue swiping right until, "Multipage list. Swipe with two fingers..."
5) Swipe right
Expected: loop around such that back button selected
Actual: "Top sites, bookmarks, history"
I don't know if this is a regression from photon or an existing issue.

I guess when TabPanel shows, the focus was still on tab count icon. If you swipe right, you'll go to menu icon. And if you swipe left, you'll to to url bar
