Having multiple tabs, the user cannot switch between them using mouse click if
any of CTRL or ALT or SHIFT or a combination of these keys are pressed.
Windows users might expect to be able to switch, since having one (or more) of
these keys pressed does not prevent you from switching between program windows
(be it browser windows here).
As click plus one of these keys does not hold a function, it should be allowed
to switch with click even if pressed.
Reproducible: Always
Steps to Reproduce:
1.have multiple tabs
2.hold CTRL or ALT or SHIFT down and try to change tabs with a mouse click
3.
Expected Results: Expect to change to the tab on which I clicked, regardless of
CTRL/ALT/SHIFT
Assigning a function click plus CTRL/ALT/SHIFT will break compatibility of
tabbed mode with multiple window mode in the following case:
Have multiple tabs.
press CTRL and hold
press S (for save page) and press RETURN.
click on another tab and press S and RETURN
repeat for more tabs.
Currently this scenario works with multiple browser windows (since OS UI allows
switching by click) but does not work with tabs.

I can confirm that this bug is not present in recent builds on Windows XP, Windows Vista, and Windows 7.
Win95 is EOLed. SeaMonkey trunk doesn't work on win95 either.
I Confirm, this bug is Worksforme.
Reporter, if you still run into this problem while using an recent Build,
please reopen and submit actual information.

Confirmed as WORKSFORME on Firefox 2.x and Seamonkey 1.1.x, both Linux and win32.
