This is caused by the delayed startup. Removing that delay is being talked about here: https://github.com/mozilla-services/screenshots/issues/3160
Can't mark as a duplicate of a github issue, so choosing "worksforme" as the least worst choice.

In testing on Windows, this seems a lot better, at least for me. How is it for you? Noting that screenshots no longer has that button, so you'll have to install another add-one (eg uBlock Origin).

It doesn't happen with single add-on buttons, but it is still happening when the Overflow Menu Button is in the Toolbar.
So, when you open a new window, then the Overflow Menu Button appears with delay on the Toolbar and the Location Bar moves a bit to the left.
Please find attached a screencast.

Thanks Mehmet. The overflow menu isn't a WebExtension, which is what comment 0 was about and is probably still a thing. I'm pinging Jaws on the overflow menu to see if that's a seperate bug that should be filed against the front end.

Hello Andy: Today I noticed it again with the Add-On Buttons. I rechecked it and it seems that I can still reproduce it when I switch between the Firefox Channels Stable/Beta/Nightly.
For Example: I add the Adblocker Button to the Toolbar of Firefox 57 Stable and Quit the App. Now I open Firefox 58 Beta and I can see the delay appearing of the add-on button and the movement of the Location Bar to the left. But, when I quit Beta and restart Beta, this doesn't appear any more. Only when I quit Beta and start Stable again, then it happens again with the very first starting window.
Not sure, if you can live with it or you want to fix this, too?
Please let me know, if you need more information.
The Download Button also have this problem. But may be this is related to the Overflow Menu Button?
Please see the Screencast.
Thanks.

This seems to be only the case, if "Hide Downloads automatically" is enabled (default=enabled) in the Customizing.

All of these buttons are not using webextensions. Even screenshot (first report) uses pageactions directly. As such, I don't think this bug belongs in webextensions. The second report are built-in settings and I think dev-tools. Last is downloads.
