Bookmark deletions from iOS don't behave correctly when full bidirectional sync has previously been enabled and simplified upload is now enabled

Details
I have 5 mobile devices (Android tablet, iPAD, iPhone, Android Phone and Pixel). All of them have FF Beta, Firefox app and Nightly. I had to manually removed bookmarks from all Firefox apps on all devices in order to get Mobile Bookmarks to update.

Maria, what exactly do you mean by "removed bookmarks"? Delete one bookmark? Delete all? Turn off bookmark sync? What exactly do you mean by "get Mobile Bookmarks to update"? What was showing before, on each device? What was showing afterwards?

I had to remove (delete) manually every single bookmark from all my mobile devices before I saw "Mobile Bookmarks" folder updated on Nightly.

And what do you mean by "updated"? If you deleted all of your mobile bookmarks on Android and iOS, you'd have no mobile bookmarks, so the folder would be empty. Is that what you mean? Initial state: Android 1: Mobile Bookmarks contains A, B, C Android 2: Mobile Bookmarks contains A, B, C iOS 1: Mobile Bookmarks contains D, E iOS 2: Mobile Bookmarks contains F, G You're saying you needed to delete A, B, C (once or twice?) and D, E, F, G, seeing an empty mobile bookmarks folder on every device, before new bookmarks would sync?

Maria and I chatted on Slack. Summary:
> I have a bunch of bookmarks on Fennec (iOS). I delete them. Then select “Sync” from Setting and these bookmarks that I manually deleted show up again. They also show in Mobile Bookmarks folder in Nightly desktop. They don’t appear on any other FF app on any other iOS or Android device I have. Might be an edge case, because I have various builds/app on multiple devices.
Maria's iOS device has had full bidirectional sync enabled in the past, so her device had a populated mirror. That everything appears to work with the exception of deletion is quite good -- it's not a situation a user will see, but it means that flipping on bidirectional sync will be an easy step in the future.
I have a pretty good idea of why deletions would be undone in this configuration, too.
Not tracking, because this isn't a release configuration.
