New Tab Page keeps popping up nags, no obvious way to disable

Whenever I open the New Tab Page, I'm greeted with "tips" and various other nags. There's "see what's new" in 2 places, on a sort of door-hanger on top and again on the bottom, as if I wouldn't get the message the first time. Closing the bar on the bottom has no effect, as it just re-appears the next time the page is opened. I checked the preferences for the New Tab Page, but I don't have anything like "Show Tips", "Show Clippy", "Nag me" or "I like Spam" enabled. It's an enormously dis-empowering feeling when your favorite software gets in your face (and in your way of getting things done) like this. I eventually found that, when I clicked the "See what's new" link on the top left, then clicked the tiny "mark tour as complete" checkbox on the bottom left, the nags seem to be gone (at least for now!). The discoverability of this is terrible. I also believe we really shouldn't get in the users face and way like this.

Screenshot of how it looks: 1) "See what's new" in 2 places. 2) No way to disable this in New Tab Preferences 3) Closing the box on the bottom just makes it reappear on the next tab. Remember before we had popup blockers and you'd visit a bad site and you'd get 10 popups and closing each one made it pop up 20 new ones? That's how I feel using Nightly right now.

open the onboarding overlay there's a checkbox at bottom left, check that will dismiss both fox icon and notifications. We'll change the checkbox to a button soon and hopefully it will be more easier to find
