numbered list should be #'s instead of numbers

using 9/15 build of apprunner

1) launch appruner
2) launch editor
3) scroll to the bottom to see the numbered lists

notice the numbers should display as #'s like in 4.x

all platforms..

Resolution: --- → INVALID
marking invalid.  The '#' we saw in 4.x was, I believe, because we were too lame
to show the real number.  We want to be wysisyg to the extent possible - I think
showing the real numbers in numbered lists is a good thing that the users will
want.

steve can jump in if i'm wrong here.
...and we should all use vi for editing troff commands by

very invalid.  we're only backwards compatible where it makes sense.
improvements are generally allowed  :)
