In the attached screenshot: The dialog is titled "Opening FILENAME" and says "You have chosen to open:". It also says "save this file" and offers two action buttons, Cancel and "Save File". Please use either "Open" or "Save" in this scenario, not both.

As this involves adding strings and probably a complex logic to understand which case is which, we should just implement the design in bug 1306339 instead, and keep the current limitations in the meantime.
