Steps to reproduce:

 - open http://www.mzz.gov.si/fileadmin/pageuploads/Konzularne_informacije/info_za_popotnike/obrazec_podatki_o_potovanju_.pdf

 - set zoom to 125% in the PDF view (or have a system DPI setting of 125%).





Actual results:

Character spacing is wrong (some letters touch each other, others are too far away).
See the bottom (red) lines.

Expected results:

Correct spacing.

I saw this problem also on HTML pages.

On a Windows 8.1 PC and also on Windows 7 (laptop, with 125% DPI).

Might be related to bug 1368845 (similar symptoms).

Happens with fresh profile.
Also my Windows 8.1 is fresh, installed it a few days ago.
