When you go to the deploy console output here:

You find the link to the webpage at the bottom of the output:
https://www.iplimit-stage.stage.us-west-2.appsvcs-generic.nubis.allizom.org/

If you follow that link you get the 404 with something similar to this link:

I think that the OKTA for iplimit has gone away with the move to Auth0.

My next steps are to figure out what it looks like to configure a Nubis application to use Auth0.

I also promised to cleanup the naming conventions of iplimit to change all instances from irc-iplimit -> iplimit.  This is staged on a branch:
