Steps:
1. Open new tabs until the "Show all tabs" down arrow appears in the tab bar.
2. Try to drag the scroll bar up or down.
Result:
The tab where the drag ends gets selected.
Expected result:
The scroll bar can be dragged up and down.

I think that is not a scroll bar. It's an indicator of which tabs are visible in the tab bar.
If there are enough tabs to overflow, little arrows pointing up/down appear above/below the tab list.
